Abstract

The center of gravity of the reform lies in boosting the formation programmed by the company for its own employees, as agile and flexible way of responding to the closest and most immediate needs of companies and workers. It is clearly committed to the internalization by companies of the training, allowing decentralization through outsourcing but as a second option. The penalty system and mechanisms to control fraud in the management of training funds is reinforced. Even with the innovations incorporated, the new regulatory framework retains the essential features of the previous model but with permanent calls for a future regulatory development.
