Abstract Abstract The aim of the project will be to elaborate an evidence based intervention for those offenders sentenced for road offences: driving without a license, driving an unregistered car, driving a car with forged registration plates, driving dangerously and drink driving. The number of these offences is rising in many European countries and there is little expertise in how to work with this particular group. Only in Romania, the recorded crimes against the road safety increased from 21.324 offences in 2014 to 27.551 offences in 2017. The number of people deceased on the road had increased as well, from 1819 in 2014 to 1951 in 2017 (Police Inspectorate, 2017). At the European and international level, the trends are also worrying. Every year, a number of 30.000 car accidents are taking place in European Union. Many of them are produced by people with no driving license or under the influence of drugs or alcohol. United Nations in its Sustainable Strategy for Development 2030 set as a global target to halve the number of global deaths and injuries from road traffic accidents by 2030. More and more offenders are apprehended while driving without driving license or under the influence of alcohol. In most EU countries they are sentenced to community sanctions or even to prison. However, in most cases only punishment is not enough. They need to attend different educative and therapeutic programs that will help them understand the consequences of their offence and develop way to avoid this behavior in the future. To our knowledge, there are only a few countries who developed this kind of programs (e.g. Portugal, Spain). However, they were not evaluated for impact and were not tested for their transportability in other member states.
