Capital expenditure and its relationship with economic development has been studied on several occasions. The significance of this paper is the analysis of main financing sources of autonomous regional governments, taking into account some current changes that will influence them: flexibility in the application of the Budgetary Stability Law (that will admit Public Administration to make use of debt), reduction of European Funds and a future reform of financing systems for regional governments. This study analyses the importance of different financing sources of capital expenditure and their evolution, in order to identify the position of different communities in the light of the abovementioned changes.
