Abstract Growing global urbanization is having an impact on the proliferation of so-called disadvantaged urban neighbourhoods. This situation, from which Europe is not exempt, is evident in Andalusia, where 10 of the 15 poorest neighbourhoods in Spain are located. However, the debate on the conceptualization and adequacy of the measurement of social exclusion in these contexts has an impact on the effectiveness of policies and interventions that attempt to address this reality. Through a review of the main measurements and reports that monitor social exclusion at European, state and local levels, we analyse their adaptation to disadvantaged neighbourhoods, making visible the gaps around the multidimensional and territorialized approach. This study offers a measurement proposal adapted to these areas and its implications for the design of effective strategies of social transformation. © 2025, Ministerio de Fomento.
