Abstract Information and communication technologies (ICT) are important tools in\n the modern digital age of the century XXI; they favour the fast access\n to information and high education learning. To design and validate a\n questionnaire to know the basic competences in the use of ICT in higher\n educative settings, that could be applied to students and professors\n alike in the higher education. The questionnaire was design employing a\n structured and complete methodology; a focus group of 6 professionals in\n education and social sciences was formed, consulting the scientific\n papers related and available in diferent database. The questionnaire was\n applied to 15 independent experts on educational and social fields;\n subsequently, it was applied once in a pilot way to the target\n population, then descriptive, factorial and internal consistency\n analysis were realized. The questionnaire included 20 questions with\n multiple choice answers and three dimensions: capability, support and\n attitudes. According our results, both students and professors claim to\n have the same level of ICT mastery, 90% of professors in higher\n education approve the use of ICT at the universities. We provide a\n validated instrument to know basic skills in the use of ICT for higher\n educational purposes.
