Abstract

Participatory processes linked to collaborative governance face challenges related to governability, neighbourhood autonomy, and institutional co-optation, particularly in contexts of social exclusion. This study systematises the process of supporting and advising the Las Palmeras Neighbourhood Association (C & oacute;rdoba) in the implementation of the neighbourhood's Integral Plan, designed to strengthen its organisational capacity and its dialogue with public administration. Through a systematisation of experiences, a narrative reconstruction of the process is carried out, identifying seven key propositions concerning participation, governability, and community empowerment. The findings highlight the importance of neighbourhood autonomy in the sustainability of participatory processes, as well as the risks associated with their institutionalisation. The study concludes that the accompaniment process has consolidated community organisation and presents a replicable model of collaborative management in vulnerable settings.
