Dr. Milla?n’s research experience includes the participation in 9 National R&D projects and 1European project of the Seventh Framework Program (FP7), being Principal Investigator (PI) in 2 of them (AQUATRONIC and ECOPORT) . Furthermore, he is also Principal Investigator of the R&Dregional project IRRIGATE , funded by the 2019 Andalusian R&D Call.  In his doctoral thesis, Dr. Milla?n developed a set of control techniques for Networked ControlSystems (NCSs) including asynchronous controllers, predictive model-based controllers(MPC), and distributed H infinity controllers. One of his most relevant contributions consists ofthe development of a new formation control strategy for autonomous marine vehiclesconsidering communication delays and information losses due to acoustic modems. This resultwas published in IEEE Transactions on Control System Technology (paper n. 10 below) andhas more than 180 citations. He received the Extraordinary PhD Award from the University ofSeville and the Best Doctoral Thesis Award from the Seville City Council, which grants a singleaward for the whole area “Engineering+Architecture.  Dr. Milla?n is author or co-author of more than 60 research publications, including workspublished in high-impact journals on formation control and distributed estimation and control,which are directly applicable to the proposed project. He is in possession of 2 Sexenios deInvestigacio?n . His work has been focused on the design of distributed observers andcontrollers with robustness against communication delays, losses, and asynchronicity. He hasbeen awarded two prizes for the best research work in national conferences. He was grantedthe Torres Quevedo Scholarship in 2013. Currently, according to Google Scholar, he has a hindex of 18 and 997 citations. He has a h index 11 accordingto WoS. He has been visiting researcher at KTH (Sweeden), University of Newcastle(Austrialia), Marquette University (USA) and CNRS-LAAS (France). He has published scientificpapers in collaboration with researchers of these institutions and nowadays collaborate inresearch projects with CNRS-LAAS. He won the Special Recognition for Excellence inResearch (Universidad Loyola Andaluci?a, 2017).  Moreover, Dr. Milla?n has participated in 5 technology transfer projects, being PrincipalInvestigator in 3 of them. These projects involve the development of distributed estimation andcontrol techniques in smart farming, and their results have been applied in commercial farmswith the goal of optimizing the use of water, fertilizers and pesticides. Besides, Dr Milla?n hasparticipated in 3 innovation projects applied to international cooperation in Honduras andParaguay, leading 2 of them. The project MICROTURBINAS accomplished the installation ofan optimized micro-hydro power plant, providing electricity for an isolated community inHonduras. The project YPACARAI?, which has Dr. Milla?n as Principal Investigator together withDr. Gutie?rrez and Dr. Toral, in collaboration with the Universidad Nacional de Asuncio?n,designed and developed a fleet of autonomous marine vehicles to monitor Ypacarai? , the mostimportant lake in Paraguay.  Dr. Milla?n managing experience includes the coordination of the first course of the Degree inElectromechanical Engineering at Universidad Loyola Andaluci?a (2013), coordination of thesecond course (2014), and finally global coordinator of the same degree (since 2014). He isalso editor of the journal Fomento Social 1 , devoted to multidisciplinary approaches fordevelopment. He regularly serves as reviewer of the journals Automatica, International Journalof Control, and IEEE Transactions on Control Systems Technology, among others.  Since 2015, he is the Director of Engineering Department of Universidad Loyola Andaluci?a. In2017, he promoted and helped to design 2 research groups: Materials&Sustainability 2 andODS Research Group 3 . This last group, which he leads together with Dr. Luis Orihuela, hasobtained more than 2 million euros for funding R&D projects in 3 research lines: CyberphysicalSystems, Autonomous Marine Vehicles and Smart Agriculture. Nowadays, the group iscomposed of 13 full time researchers and has hired 5 lab technicians and 7 PhD students. Dr.Milla?n has supervised 2 doctoral theses, both “cum laude and with high-impact publicationsassociated. His former PhD students (A?lvaro Rodri?guez del Nozal and Alejandro TapiaCo?rdoba) are nowadays Assistant Professors at the Universities of Sevilla and Loyola,respectively.
